DR. MAC-EFFORT ADADEY - DIRECTOR OF NATIONAL ACCOUNTS

Is a Chartered Accountant and Financial Management Practitioner with over 22 years of experience in both public and private sector business environments. Mr. Adadey served on many Committees and Working Groups on various aspects of Public Financial Management (PFM) reform initiatives in Ghana. He facilitated many conference and training programmes locally and internationally in the areas of PFM, Project Management, Internal Audit & Controls, Assets Management, Leadership and Governance, IPSAS, Enterprise Systems, etc. He is a Fellow of the Association of Chartered Certified Accountants (ACCA) and a Member of the Institute of Chartered Accountants (Ghana). He is a Certified Oracle Implementation Specialist (COIS) Certified Project Management Professional (CICP). Dr. Mac-Effort Adadey holds a Certificate in Forensic and Investigation Psychology (CIFP) and two Masters Degrees-MBA General Management from University of Cape- Coast and MSc Management Information Systems from the Coventry University –UK.

MS. PAULINA AKELENTERA AKOLGO​ - DIRECTOR OF PAYROLL

Ms. Paulina Akelentera Akolgo is a seasoned Chartered Accountant with 16 years of experience in the Public Sector and a total of 32 years across both Private and Public Sectors. Renowned for her excellent administrative skills and astute professionalism in Accounting and Finance, she holds a professional qualification from the Institute of Chartered Accountants – Ghana (May 2008) and a Commonwealth Executive Masters in Business Administration (CEMBA) Degree from Kwame Nkrumah University of Science and Technology (KNUST) Kumasi (June 2011). Prior to her chartered status, she worked with Rural Aid in Bolgatanga as Health Education Supervisor (1990–1992). Joining the Controller and Accountant-General’s Department in 1995, she held various roles, including Accountant at the Upper East Regional Directorate, Nurses Training College – Tamale, and Ministry of Fisheries Regional Directorate – Tamale. She also served in positions such as District Finance Officer, Financial Controller, and Regional Accountant before becoming the Regional Director – CAGD in the Savannah Region in April 2019. She transitioned to the CAGD Headquarters, Accra in March 2023 as Director of Payroll. Ms. Akolgo is actively involved in professional organizations and enjoys reading, listening to news, farming, and gardening.

DR. ABDALLAH ALI-NAKYEA - SENIOR LECTURER, GHANA SCHOOL OF LAW

Dr. Abdallah Ali-Nakyea is a Senior Lecturer at the University of Ghana School of Law. He previously served as a Part-Time Lecturer in the Law of Taxation and Legal Accountancy at the Ghana School of Law, and as an Adjunct Lecturer at the Ghana Institute of Management and Public Administration (GIMPA).

In addition to his academic role, Dr. Ali-Nakyea is a Director of Ali-Nakyea & Associates, a firm specializing in Tax Law based in Accra. With over thirty years of experience, he has expertise in Taxation, Financial Management Reviews, and Investigations. His professional journey includes fourteen years of legal practice and nineteen years of lecturing.

Dr. Ali-Nakyea’s professional experience extends across various roles, including Assistant Tax Manager at Coopers & Lybrand (now PricewaterhouseCoopers, (PwC)), Senior Tax Consultant at KPMG, and Group Chief Accountant at BCM Ghana Limited and BCM International Limited, managing accounting systems, tax affairs, and finances across operations in Ghana, Mali, Tanzania, and Guinea. He has also served as Tax Policy Advisor to the Deputy Minister for Revenue at the Ministry of Finance in Monrovia, Liberia.

As a respected authority in his field, Dr. Ali-Nakyea has contributed extensively as a Resource Person for organizations such as the Parliamentary Centre, Canada, the Natural Resource Governance Institute (NRGI), the German Technical Cooperation (GIZ), the Federal Inland Revenue Service (FIRS) of Nigeria, the African Tax Administrators’ Forum (ATAF), and the ECOWAS Commission. He has also been a Consultant on Tax Expenditure Reporting for the Liberia Revenue Authority (LRA) under the Open Society Initiative for West Africa (OSIWA).

Dr. Ali-Nakyea holds a PhD in Tax Policy from the University of Pretoria, as well as a Master of Philosophy Degree in Economics, a Bachelor of Arts (Hons) Degree in Economics with Philosophy, and a Post-First-Degree Bachelor of Law (LLB), all from the University of Ghana, Legon. He is a Barrister at Law (BL), a Member of the Ghana Bar Association, and a Notary Public. Additionally, he is a Fellow of the Chartered Institute of Taxation (Ghana) (FCIT), a Fellow of the Institute of Chartered Accountants (Ghana) (FCA), and a Member of the Institute of Internal Auditors (Ghana) (MIIA). He is recognized as a Master Tax Professional (MTP) by the South African Institute of Tax Professionals (SAIT) and holds a Diploma in Business Studies (Accounting Option) from Kumasi Polytechnic (now Kumasi Technical University).

Dr. Ali-Nakyea is also an accomplished author, having written books such as “Taxation in Ghana: Principles, Practice & Planning” and “Law of Taxation in Ghana,” co-authored with Dr. Benjamin Kunbuor and William Kofi Owusu Demitia. He has also co-authored “Public Sector Economics and Finance” with Dr. Samuel Addo.

MR. DAVID ABBAM ADJEI - METROPOLITAN FINANCE OFFICER, KMA

Mr. David Abbam Adjei is a highly accomplished finance professional, holding a Master’s in Business Administration and proudly serving as the Metropolitan Finance Officer at the Kumasi Metropolitan Assembly. With a distinguished membership in esteemed institutes, including the Institute of Chartered Accountants, Ghana, he has established himself as a prominent figure in the finance sector.

Throughout his dynamic career, Mr. Abbam Adjei has showcased his expertise in many pivotal roles as an Accountant and a Project Accountant. His career highlights include adept project management, overseeing initiatives funded by prestigious entities like the World Bank. His leadership acumen is underscored by the roles he plays as the Board Chairman of Kwamaman Rural Bank and as the Audit Committee Chairman at the Asokwa Municipal Assembly. Adding to his portfolio, he acts as a Financial Advisor for Pokupharma Company Limited.

Beyond his professional achievements, Mr. Adjei is a passionate advocate for education. He co-founded and actively lectures at Atcam Services, an ICAG-approved tuition center, demonstrating a commitment to nurturing future talents in the financial realm. His versatile skill set encompasses teamwork, leadership, organizational efficiency, customer service, and more.

Dr. FRED STEPHEN SARFO - NEUROLOGIST, KOMFO ANOKYE TEACHING HOSPITAL, KUMASI

Dr. Fred Stephen Sarfo is a researcher, a clinician, and an educator. He is a Neurologist and holds 2 doctoral degrees in Epidemiology and Molecular Medicine from Durham University, UK and the Kwame Nkrumah University of Science & Technology (KNUST) respectively. He has established a Neurology clinic at the Komfo Anokye Teaching Hospital in Kumasi running over the past 13 years. He is a prolific researcher in stroke, dementia, and Parkinsons disease. He is currently Pl of two R01 grants on stroke funded by the NIH; PI of one U01 grant on sickle cell disease in Ghana and co-l on cerebral malaria study. In Africa, the epidemic of stroke can be tamed by addressing hypertension and dyslipidemia as prime targets. He has co-authored 254 peer reviewed publications, multiple abstracts, has an H-index of 47 and i-10 index of 141 on Google scholar. He is an Associate Professor and is the current Vice Dean of the KNUST School of Medicine & Dentistry.
