New Acting CAG - Kwesi Agyei

MR. KWASI AGYEI - AG CAG

Mr. Kwasi Agyei, the Acting Controller and Accountant-General (CAG) is a highly experienced Chartered Accountant (ACCA) and a member of the Institute of Chartered Accountants, Ghana. He holds a Master of Science (MSc) Degree in Accounting and Finance, and International Master of Business Administration (MBA). He also holds a Bachelor of Arts (Hons) Degree in Accounting and Economics. Mr. Agyei has served on various Boards including the Ministerial Advisory Board of the Ministry of Finance, the Ghana Road Fund Management Board and the Railway Development Fund Committee. He has also held several positions in different organizations including Director of Finance at the Ministry of Energy, Director of Accounts at the Ministry of Petroleum, Head of Finance at the Food and Drugs Authority and Chief Treasury Officer at the Ministry of Finance.

Dr. Edward Akuamoah Boateng

DR. EDWARD AKUAMOAH-BOATENG DCAG (FMS)

Dr. Edward Akuamoah Boateng is a prominent figure in financial management, holding the position of Deputy Controller & Accountant General since 2019. His journey has been marked by key roles and achievements, showcasing a rich tapestry of experience and expertise. As the Deputy Controller, Dr. Boateng oversees Financial Management Services and Training, playing a pivotal role in coordinating and providing strategic input to three crucial directorates: National Accounts, Financial Monitoring, and Public Financial Management Reform, Research, and Development. This responsibility underscores his adeptness in managing multifaceted divisions and steering strategic initiatives. Dr. Boateng's ascent to the Deputy Controller position was preceded by a tenure as an Assistant Controller, where he presided over the Training division. Here, his responsibilities extended to managing the Training School, designing comprehensive annual training plans, and maintaining communication with professional bodies regarding subscription payments and related obligations. This experience highlighted his dedication to cultivating knowledge and professional development within the financial sector. His journey includes noteworthy roles such as handling special assignments in the office of the Controller, where he coordinated the task force's efforts to follow up and update management on the Auditor General’s report on the Consolidated Fund. Additionally, Dr. Boateng has served as Chief Accountant of the Ministry of Trade & Industry, Head of Internal Audit & Investigations at the Controller & Accountant General’s Department, and Chief Treasury Officer of the Pension Payroll Directorate. These roles underscore his diverse skill set and comprehensive understanding of financial management. Dr. Boateng's academic journey is equally impressive, culminating in a Doctor of Business Administration (DBA) from Walden University, USA, in April 2016. Before this, he earned a Master of Business Administration (MBA) from Edinburgh Napier University, UK, in July 2005. Notably, he achieved Fellowship status as a Chartered Certified Accountant (FCCA) from the Association of Chartered Certified Accountants (ACCA) in September 2006. He became a member of the Institute of Chartered Accountants – Ghana in May 2007. His commitment to continuous learning and professional development is further demonstrated by his membership in the Institute of Internal Auditors-Ghana since October 2020. Dr. Boateng's involvement in various training programs and conferences further attests to his commitment to staying abreast of industry trends. Noteworthy events include the Institute of Chartered Accountants 60th Anniversary Conference in May 2023, the ACOA Conference in Marrakech, Morocco, in 2019, and the Global Public Sector Conference in South Africa in 2016. Mr. Wisdom Komlan is the Deputy Controller and Accountant-General

mr. kOMLAN MESSAN DCAG (AUDIT & INVESTIGATION/PAYROLL)

Mr. Wisdom Komlan is the Deputy Controller and Accountant-General Messan has served as Deputy Controller under four consecutive Controller and Accountant Generals. He has occupied the positions of deputy controller for Payroll Management , Finance and Administration, as well as Audit and investigation at various times . Since 2019, he has doubled as a deputy controller overseeing both the payroll Division as well as the Audit and investigation division of the Department. He is a Fellow member of the Chartered Association of Certified Accountants and also holds a post-graduate diploma in business creation as well as an executive masters degree in business administration with major in institutional management from the Swiz business school . He has been with the Department for the past 34 years and has left strong footprints at the national accounts directorate, foreign Mission treasury in New York and the Ministry of water resources works and housing finance directorate. His overriding passion is to see every division within the Controller and Accountant-General's Department equipped with the human and financial resources as well as the motivation to consolidate the achievements of the department as a world-class professional entity.

Emelia Derkyi

MRS. EMELIA OSEI-DERKYI DCAG (F&A)

Appointed to the Acting position of Deputy Controller responsible for Finance and Administration on 1st June 2021 and became substantive in June 2022. A public servant of about 27 years standing in the public service of Ghana, much of which has been in senior management positions. She is a Chartered Accountant and a Fellow of the Chartered Institute of Management Accountants (CIMA), now a Chartered Global Management Accountant (CGMA) with over 20 years of qualification experience, having completed in 2001. She is also a member of the Institute of Chartered Accountants Ghana and holds an MBA from the University of Leicester, UK. She was privileged to attend a short course on Public Financial Management at the Kenedy School of Government, Harvard. She started her working career in the Controller and Accountant General’s Department when she was posted to the Ministry of Health (MOH) as a senior Accountant, where she held various positions and portfolios. She became the Head of the Financial Management services unit within the Ministry’s Finance Directorate during her tenure there. She worked on various multi-donor projects, ensuring timely disbursement and reporting of the funds to various stakeholders. Significant of these projects were the Global Fund and Hearth Fund. She made significant contributions to financial management reforms in the MOH. She was promoted to Deputy Financial Controller before exiting the Ministry of Justice (MOJ) in 2009 as their Financial Controller. Having pioneered the establishment of a Vehicle Revolving fund at MOH, she established one at the Ministry of Justice to monitor recoveries of vehicle loans to Attorneys. As Financial Controller, she advised the Ministry on innovative ways to augment funding to improve their meagre budget. Financial management was strengthened during her tenure and contributed to many of the reforms at MOJ. She became Director of Finance at the Ministry of Education, where she provided leadership in financial management on several Government flagship programmes such as the SEIP and the Free SHS. Instituting innovative ways that ensured the provision of timely financial reports to various stakeholders and donor communities triggered the release of funds to the ministry. She contributed to developing various policy documents for these programmes. Before signing the GALOP programme, she was selected to join the high-level negotiation meeting at the World Bank in Washington. She was two times awarded the Best Director at the Ministry of Education in 2018 and 2019 She loves to build the capacity of staff around her. Her Philosophy is to provide selfless service and commit to acting with integrity. Her vision for the Finance and Administration Division is consistent with the overall vision of CAGD, which is to develop highly skilled and well-motivated staff using the appropriate technology for efficient service delivery. She is also a member of the Public Accountancy Supervisory Committee of ICAG and a Council member of the Institute of Accountancy training.

Jacob Yeboa

MR. JACOB YEBOA DCAG (ICTM)

Jacob Yeboa ia a Deputy Controller and Accountant- General responsible for the Information communication Technology Management (ICTM) Division of the Department. The Division exists to provide an integrated Information Technology environment that advances the core mission of the Department. It is to ensure the provision, maintenance, and upgrade of appropriate Information Communication Technology (ICT) resources and services to support the operations of the Department. It also advices management on new developments in ICT. The Division has three (3) Directorates namely: 1.ICT Infrastructure & Operations 2.ICT Administration & Service Management 3.Application Management & Interfaces (GIFMIS) Mr. Jacob Yeboa’s background is strengthened as an enterprise resource planning (ERP) adviser. An Oracle Certified Professional (OCP), Member of the Financial Service Authority, and holds a master’s in business administration – Elective in eBusiness Strategy. He is an experienced Oracle Applications (ERP) Project Manager, Business Process Transformation Consultant, Systems Designer and Functional Consultant having 20 years of experience in thirteen countries, and Oracle CX Cloud Partner of the FY18 – English West Africa. 20+ years managing and implementing Oracle Financial, Distribution and Supply Chain Apps projects. 5+ years designing framework solution architecture for mergers and acquisition integrations and greenfield projects. Industries include Public Sector, Software, High Tech, Aerospace & Defense, Telecommunications, Real Estate, Optometry, Banking, Business Process Outsource (BPO), Oil & Gas and Government. During his career Jacob has performed the following project roles: Project Manager and Senior Advisor Solution Architect and Technical Designer for Cost, Supply Chain and Financial Applications Business Process Manager for Business Transformation Solutions Technical and Data Conversion Manager Financial Applications Track Lead and Consultant Post Go Live trouble-shooter for Financial, Supply Chain, Intercompany and A/P Accrual requirements. Instructor for Oracle EBS Financial Management and related modules
